What Is ODO?

Organizational Development & Optimization (ODO) is a leadership and organizational development program, funded by the New Mexico Behavioral Health Services Division (BHSD), to support New Mexico Medicaid-enrolled behavioral health organizations.

ODO is designed for behavioral health professionals responsible for leading organizations, managing programs, supervising teams, improving operations, or moving important initiatives forward.

Participants receive practical, confidential support to navigate challenges, strengthen decision-making, improve organizational effectiveness, and advance important work.

ODO brings together:

  • Organizational & Operational Coaching and Mentorship — Confidential guidance, thought partnership, and practical support for leadership and organizational challenges.

  • XCore Leadership Development — Structured learning designed to strengthen leadership skills and develop more effective leaders.

Her expertise spans implementation planning, organizational development, project management, and cross-functional collaboration. Sarah helps leadership teams navigate complex challenges and build organizational capacity.

Jason is a proven leader, communicator, and strategist. Trained in conflict resolution, management, coaching,  organizational behavior, and communication, he brings unique skills and experiences to each organization he partners with. Sarah Winger, MHA, MA, LPCC​

Sarah has over 15 years of experience in behavioral health field. Her consulting practice, Shalom Shemesh, LLC, supports trauma-informed, culturally responsive care across New Mexico. She partners with organizations to strengthen workforce development, promote compassionate systems of care, and elevate the role of mental health practitioners. Her work blends policy insight, curriculum design, and training to support healthier, more equitable communities.
